This page maps the statutes that touch online gambling for someone living in Japan, and it maps them by name only. We are not lawyers, so we cannot tell you whether your own conduct is an offence. Declining to answer that is the point of the page rather than a gap in it.
Our position, stated plainly: we do not write that offshore online gambling is legal in Japan, because there is no basis on which we could. We also refuse to say that arrest is inevitable. Both claims mislead a reader who is trying to make a decision.
How the articles sit
Article 185 of the Penal Code punishes gambling. Article 186 deals with habitual gambling and with opening a gambling house for profit. Two different articles, aimed at two different roles.
That structure matters when you read the usual reassurance that "the operator is offshore, so Japanese law does not apply". That argument, even taken at face value, is about the party running the house. The position of the person placing the bet is a separate question that the argument leaves untouched.
The provisions themselves are short and available by article number from public databases of Japanese law. Reading them once beats reading three summaries, and whatever remains unclear afterwards is exactly what a lawyer should be asked.
Integrated resorts are a different regime entirely
Japan's integrated resorts operate under separate legislation: licensed venues inside the country, with an entry age of 20. The onshore casino story and the offshore website story are not connected in law, however similar the word "casino" makes them sound.
The distinction earns its keep the moment you meet the argument that "Japan legalised casinos, so online must be fine". The existence of the IR framework says nothing about the status of an offshore site. Different statute, different subject.
Where an offshore casino sits
Outside that framework. We have found no provision that affirmatively permits online gambling, which is precisely why people call it a grey zone: the application of the law is not spelled out. Grey is not white.

Tax: the name of the category, and nothing more
Japanese commentary generally discusses casino winnings as occasional income — ichiji shotoku. Naming that category is as far as we go.
